Cooperation as an objective of European cohesion policy

The EU cohesion policy European Union, which appears in the treaties since 1986, has set itself the goal of reducing the gaps between the levels of development of different regions in order to strengthen economic and social development. The accession of ten new EU countries in 2004 and the entry of Bulgaria and Romania in 2007 have necessitated a more harmonization effort. The main beneficiaries of the funds were required to contribute to the economic development of their new partners. In the programming period 2007-2013, the cohesion policy receives an allocation of 347 billion euro (current prices), equal to about a third of the entire EU budget, but not be limited to a mere financial support. The challenge is to improve the competitiveness and growth potential in local, regional and national levels. The competitiveness of the economies will prove beneficial to all Union territories, including the regions of convergence. All interested parties will be successful. A Europe of solidarity must be a Europe dinamica, produttiva e innovativa.

Tra i tre obiettivi che la nuova programmazione 2007-2013 persegue, oltre a quello CONVERGENZA (che riguarda la crescita delle regioni meno sviluppate d’Europa), quello COMPETITIVITA’ REGIONALE E OCCUPAZIONE (che riguarda il supporto alle regioni più sviluppate d’Europa attraverso il sostegno a innovazione, imprenditorialità e mercato del lavoro) c’è anche l’ OBIETTIVO COOPERAZIONE TERRITORIALE che riguarda le azioni rivolte a favorire una adeguata integrazione del territorio dell’UE sostenendo la cooperazione a livello transfrontaliero, transnazionale e interregionale.

I Fondi strutturali e il Fondo di coesione costituiscono gli strumenti finanziari della politica regionale dell’Unione europea (UE) il cui scopo consiste nell’equiparare i diversi livelli di sviluppo tra le regioni e tra gli Stati membri. Essi contribuiscono pertanto a pieno titolo all’obiettivo della coesione economica, sociale e territoriale. Per il periodo 2007-2013, la dotazione finanziaria assegnata alla politica regionale è pari a circa 348 miliardi di euro, di cui 278 miliardi destinati ai Fondi strutturali e 70 al Fondo di coesione. Tale importo rappresenta il 35% del bilancio comunitario, or the second item of expenditure. The instruments in question are: the Cohesion Fund, the European Regional Development Fund (ERDF) and European Social Fund (ESF).

The 2007-2013 period has introduced the new Objective 3 devoted to territorial cooperation within the European territory (international cooperation), and a series of external cooperation instruments aimed at the integration of third countries and pre-accession countries ( Neighbourhood Instrument - ENPI and IPA - IPA in the first place). Territorial cooperation leaves the narrow confines of the Community Initiative programs, and becomes objective fondante delle politiche dell’Unione . L’obiettivo 3 eredita in larga parte i meccanismi di attuazione di INTERREG come la ripartizione dei programmi in transfrontalieri, transnazionali e interregionali, la suddivisione in aree di cooperazione (con la cancellazione dello spazio ARCHIMED, lo sdoppiamento dell’area CADSES in due zone – Sud-Orientale e Centrale -, l’allargamento dell’area MEDOCC).
