Climate change: new resources in EU

In an attempt to break the deadlock in international negotiations on climate, Commission has in fact published a plan for financing the fight against global warming in the countries in the developing world. Under the plan, the EU would finance un importo compreso tra 2 e 15 miliardi di euro l'anno nel 2020. L'iniziativa riapre il dibattito in seno al Parlamento e al Consiglio per definire la posizione dell'Unione su uno dei temi più complessi che verrà affrontato alla conferenza ONU sul clima che si terrà a Copenaghen a dicembre. Ad appena tre mesi dall'appuntamento, i negoziati internazionali preliminari si sono arenati sulla questione di come aiutare i paesi in via di sviluppo ad adattarsi al riscaldamento globale e a contenerlo. L'UE e altre potenze economiche concordano sull'esigenza di contribuire a sostenere i costi legati all'abbattimento dei gas ad effetto serra prodotti da tali paesi, ma non è stato ancora raggiunto un consenso sull'entità di tali costi e sulla quota di partecipazione dei paesi industrializzati.

Governance marittima nel mar Mediterraneo

La Commissione Europea ha presentato una comunicazione nella quale propone una strategia su come risolvere i problemi che il settore marittimo deve affrontare nel bacino del Mediterraneo. Potenziare la gestione degli affari marittimi condurrebbe ad una crescita più sostenibile nella regione, permettendo nel contempo di far fronte ad alcune preoccupazioni comuni. La concorrenza per l’utilizzo dello spazio marino, le minacce alla sicurezza marittima, il degrado ambientale e gli effetti negativi dei cambiamenti climatici indicano la necessità di una governance marittima più coordinata nella regione, che preveda anche la collaborazione con partner mediterranei non appartenenti all’UE. Joe Borg, commissario europeo responsabile degli affari marittimi e della pesca, ha dichiarato che lo sviluppo di processi decisionali più integrati nell’area del Mediterraneo avrà effetti positivi e che la garanzia di un futuro sostenibile per le industrie marittime e la conservazione dell’ambiente marino nell’area del Mediterraneo dipenderanno dal nostro sforzo nel potenziare la governance marittima in ogni suo aspetto.

Settimana europea della mobilità

A green transport and the city's role in the fight against global warming. This was the theme of European Mobility Week to be held these days in many European cities. Hundreds of towns and cities are preparing to close some of the busiest streets to encourage people not to use the machine. For many people the car-free day is the best part of the Mobility Week, the EU's annual initiative to promote environmentally friendly transport. Cars and trucks are responsible for much of noise and air pollution and congestion that plague city dwellers and produce large amounts of carbon dioxide (CO2), a leading greenhouse gas. In addition to promoting sustainable transport, this year's theme, "Improving the climate in the cities," wants to raise awareness of the role of local authorities in the fight against global warming. Over 70% of Europeans live in urban areas. The city could significantly reduce greenhouse gases by convincing people not to use the machine.

Parliament EU reiterates Barroso

The European Parliament reiterated José Manuel Barroso for a second term in capo della Commissione europea . Spetta ora a Barroso comporre la nuova Commissione. Complessivamente hanno partecipato allo scrutinio segreto 718 eurodeputati: 382 i voti a favore e 219 quelli contrari. 117 gli astenuti. I leader dell'UE avevano candidato Barroso per un secondo mandato quinquennale in seguito alle elezioni europee di giugno.
Ricordiamo che Barroso, Esponente del Partito Social Democratico Portoghese, è stato primo ministro del Portogallo dal 6 aprile 2002 fino al 29 giugno 2004, per poi dimettersi dopo essere stato eletto al Parlamento europeo. Attualmente riveste la carica di dodicesimo Presidente della Commissione europea; è succeduto ufficialmente a Romano Prodi il 22 novembre 2004 e riconfermato alla guida della commissione scorso16 him for a second term in September 2009.

EC proposal to help the milk

A più lungo termine la Commissione costituirà un gruppo di lavoro, composto di esperti degli Stati membri e della Commissione, incaricato tra l’altro di esaminare i rapporti contrattuali tra agricoltori e industria lattiero-casearia, le conclusioni della relazione sul funzionamento della catena di approvvigionamento nel settore lattiero-caseario (che sarà pubblicata prima della fine dell’anno) e la possibilità di creare un mercato a termine per i prodotti lattiero-caseari.

Albertini, 'a good mediator' to the head of the Committee on Foreign

The former mayor of Milan, Gabriele Albertini was appointed president the Foreign Affairs Committee of the European Parliament . The Commission is responsible for:
a) the Common Foreign and Security Policy (CFSP ) and the European Security and Defence Policy (ESDP ) in this context, the committee is assisted by a subcommittee security and defense;
b) relations with other institutions and bodies EU, UN and other international and interparliamentary assemblies for matters within its competence;
c) the strengthening of political relations with third countries, particularly those that are in the immediate vicinity of ' European Union, through major programs of assistance and cooperation or through international agreements such as association agreements and partnership agreements;
d) the creation, monitoring and concluding of negotiations concerning the accession of European states to the European Union;
e) matters concerning human rights, minority protection and the promotion of democratic values \u200b\u200bin third countries, in this context, the Committee is assisted by a subcommittee on human rights, without prejudice to relevant meetings of the subcommittee are invited members of other committees and bodies with responsibilities in this area.

Services Directive, opened the discussion table

The Services Directive, finally adopted by the European Council December 12, 2006, aims to give a 'actual value to one of the fundamental freedoms of the members in the treaties: the free movement of services and the creation of a true border-free area "so far limited by the presence legal and administrative barriers. The directive covers many activities such as business services, services related to real estate and consumer services. Since the service sector accounts for 70% of EU gross domestic product, the opening of this market would be a strong incentive to 'employment and the growth of new job opportunities. Italy, like any Member State, has until 28 December 2009 to transpose the directive. Minister Andrea Ronchi presided October 5, 2009 meeting establishing the settlement of the technical board for comparison with the associations. Cross-Border Programme Italy-France Maritime

was held at Villa Borbone, Torre del Lago The launch seminar of the "strategic" projects of Cross-Border Programme Italy-France Maritime 2007-2013. The resources made available amount to approximately EUR 30 million. The Tuscany , who is the head of the program which also involves the regions of Liguria, Sardinia and Corsica, was represented by the Assessor of international cooperation Massimo Toschi.
The "strategic" projects, which must be submitted by November 9, 2009, will cover the following topics: a) cross-border innovation and boating; b) network of marinas and environmental sustainability; c) environmental protection network; d) ecological network (parks), 5) rural, tourism, environment, integrated management of rural and marine products.

"Together: 50 years of rights and opportunities" is the name of the guide, available on the website dedicated on Cd-Rom, produced by Bancadatigiovani with the support of the "Europe for Citizens of the European Union. The aim of the guide, which contains over 4,000 pages of information that was updated to May 2008, is to provide information on events organized by the European institutions in terms of culture, education, work, participation, citizenship and rights. The project is designed for young people, those who work with young people and those involved in training and international cooperation. In detail, among the initiatives that are to be documented are the projects Leonardo, Erasmus , Europass, the European Social Fund , Youth in Action, Progress and "Europe for Citizens "while a section is devoted to a guide for international careers and presentation of the list of foreign governments that offer scholarships for Italian citizens. The guide is currently available in English, but in any event also provided an Italian version that is currently in preparation.

In Tuscany coordination of the EU working group

On 17 September in Brussels was held the meeting to launch the network "Youth Employment" (Youth Employment Network), which was attended by representatives of labor ministries of the various European countries, the meeting decided that the Tuscany will be the coordinator of the Working Group of the European Commission mobility of students and workers.
With the new Operational Programme 2007-2013 Tuscany has decided to allocate € 27 million, 4% of the funds allocated by the European Social Fund , transnational and inter-axis; una buona fetta di queste risorse sarà indirizzata alla mobilità. Grazie al ruolo strategico assunto dalla regione Toscana a livello europeo, molti giovani potranno usufruire di soggiorni di studio e di lavoro all’interno degli altri Paesi UE.

Conferenza programma LIFE: Acqua per la vita, la vita per l’acqua.

L’Unità Life della Commissione Europea organizza una conferenza per diffondere i risultati dei progetti Life-acqua. L’incontro coinvolgerà i beneficiari dei progetti, le ONG, le autorità nazionali e internazionali water, the media and all interested parties. 4 main themes of the conference: Adaptation to climate change, hydro-morphological changes; Marine Framework Directive; eutrophication. The conference will also be to present good practices in the projects.

Agencies LLP (Lifelong Learning Programme), ANSAS (National Agency for the Development of Education) and Isfol (Institute for the Development of Education Professionale dei Lavoratori), in collaborazione con il Ministero dell'Istruzione, dell'Università e della Ricerca , organizzano il seminario dal titolo “Lingue straniere e nuove tecnologie: incontro o scontro? Strumenti, metodologie ed esperienze a confronto”. L’evento, che si svolgerà a Firenze presso la Fortezza da Basso, si rivolge ad alunni, insegnanti, formatori, amministratori locali, parti sociali; l’obiettivo dell’incontro è riflettere sulle tematiche legate all’insegnamento delle lingue straniere e al loro rapporto con le nuove tecnologie, che pur offrendo valide opportunità per l’apprendimento delle lingue stesse, presentano problematiche inerenti la didattica e la metodologia. Esperti e docenti impegnati nella sperimentazione di soluzioni innovative nella pratica dell'insegnamento, si confronteranno su queste questioni. Nel corso del pomeriggio avverrà la presentazione delle esperienze finanziate dal Programma LLP e realizzate nei progetti Comenius, Erasmus, Grundtvig, Leonardo ed e-Twinning.

L’Agenzia Nazionale terrà a Roma due seminari sul programma settoriale Leonardo Da Vinci. Le giornate programmate offriranno informazioni sul programma in questione e creeranno l’occasione of meetings between staff of the Agency and potential developers of applications Leonardo da Vinci. The cut of the seminars is technical and is geared to offer assistance to all public and private stakeholders in education and training who intend to submit an application and therefore a better understanding of the objectives and procedures of the program. Participation in the seminar is free, the costs of travel and accommodation are paid by the institution they belong.

Concorso europeo per giovani traduttori
Sono aperte le iscrizioni al terzo concorso Juvenes Translatores per le scuole secondarie dell’ Unione europea . I “Juvenes Translatores” ("giovani traduttori" in latino) avranno la possibilità di cimentarsi nella traduzione di un testo in una lingua di propria scelta e di vincere un premio. Le iscrizioni sono aperte fino al 20 ottobre a tutte le scuole secondarie che desiderano partecipare. Il concorso avrà luogo il 24 novembre 2009 e le prove di traduzione si svolgeranno simultaneamente in tutti gli Stati membri sotto la supervisione schools. Participants will have two hours to translate a text that will be sent to schools shortly before the tests. The winners will be invited to an awards ceremony in Brussels, which will attend the European Commissioner for Multilingualism. During their stay, the winners will have the opportunity to get acquainted with each other and to meet EU translators.

7th Framework Programme: EU ban on the assessment of impacts of the NMP technologies
