I 736 vincitori delle elezioni europee si riuniranno per la prima volta a Strasburgo per la seduta costitutiva dal 14 al 16 July. The seventh term of office of the European Parliament begins with the election of Chairman and Vice-Presidents of the Assembly. In the aftermath of the elections, however, the complicated political games are announced. The resumption of the ordinary work wait a few weeks before tackling the hot topics as the regulation of financial markets and the fight against climate change. The political groups will meet in the second half of June to form the groups themselves. The new parliament will be officially appointed only on July 14: During the opening session of the 736 names provided by national governments will become in effect the European Parliament. During the same session will be held the election of the new President, 14 Vice and 6 Quaestors, responsible for administrative matters.

Environment: controls on bathing water

Good news for the millions of Europeans will go to the beach this summer. The waters of the vast majority of Europe's beaches are clean. The same applies to the lakes and rivers where it is allowed (or at least tolerated) to swim. According to the Commission's annual report on bathing water quality in 2008 about 96% of beaches and 92% of lakes and rivers were in compliance with European standards. It is a slight improvement over the 2007.Le cleanest waters found in Cyprus (98.2%) in Grecia (97,7%), in Francia (96,3%) e a Malta (94,3%). In cinque paesi oltre l'80% dei siti controllati risultava pulito: Italia, Finlandia, Svezia, Portogallo e Germania. Nel 2008 sono stati eseguite analisi in oltre 21 400 aree, 75 in più rispetto all'anno precedente. Due terzi di esse erano aree costiere, il resto in riva a fiumi e laghi. Sul sito dell’ Agenzia Europea per l’ambiente è possibile conoscere la qualità delle acque costiere per ogni stato dell’Unione Europea. La ricerca può essere fatta per Paese, regione e provincia.

Energia: accordo sulle scorte petrolifere di sicurezza

I ministri dell’energia dei Paesi UE hanno raggiunto un accordo sulle nuove norme sul livello minimo di riserve petrolifere detenute nell'UE al fine di rafforzarne la sicurezza energetica.
Il petrolio resta la principale fonte di energia nell'UE, e il calo delle scorte petrolifere potrebbe aumentare le difficoltà di approvvigionamento. Per evitare o ridurre l’impatto immediato di eventuali crisi energetiche verrà approntato un piano di emergenza. Le nuove norme infatti prevedono un aumento delle scorte petrolifere degli Stati membri che “deve essere equivalente quantomeno al quantitativo maggiore tra quelli corrispondenti a 90 giorni di importazioni nette medie o a 61 giorni di consumo giornaliero medio”.

In Italy the great success of the twinning between the towns of Europe

The twinning program - which comes with the Economic Community European and EU financial aid it receives - is having great success in our country.

Italia: firmato il prestito a Fiat per 400 milioni

La Banca europea per gli Investimenti ( BEI ) e il Gruppo Fiat hanno firmato il contratto di finanziamento di 400 milioni di euro approvato dal Consiglio di amministrazione della BEI lo scorso mese di marzo. Il prestito e` finalizzato a sostenere i progetti in Ricerca e Sviluppo del gruppo automotive and fits within the framework of the European Clean Transport Facility (ECTF), the plan addressed to the EIB European producers for investments aimed at reducing carbon dioxide emissions and greater energy efficiency.

State aid: Commission approves extension of the Italian system of guarantees for banks

The European Commission took the view that the existing measures, originally approved November 13, 2008, in line with the disclosure document containing the guidelines on state aid for overcoming the financial crisis. This is what the Commission announced in a Press Release.
The extension of the guarantee scheme for banks, which aims to stabilize financial markets by supporting the funding of banks in the medium and long-term, was notified to the Commission May 29, 2009. The Commission considered that the measures were well targeted, proportionate and limited in time and scope and has concluded that the scheme is an appropriate way to maintain confidence in the Italian financial market and to support the liquidity of the banking system. "The extension of the guarantee scheme for banks - said Neelie Kroes, European Commissioner for Competition - Italy provides a tool for maintaining confidence in its financial system and thus to support the economy, limitando nel contempo distorsioni della concorrenza".

Dal Fondo sociale europeo risorse contro la crisi

Si è riunito per la prima volta a Castinglioncello, venerdì 12 giugno, il Comitato di sorveglianza della Regione Toscana, organismo presieduto dall’Assessore all’Istruzione, formazione e lavoro, per il monitoraggio del Fondo sociale europeo . I dati illustrati nel corso dell’incontro, dimostrano che alla fine del 2008 sono stati approvati 733 interventi per un importo complessivo di 72 milioni euro, of which about 8 million in payments already paid. The Regional Operational Programme of the European Social Fund has provided funding for a substantial portion of total resources amounting to 665 million euro. The actions triggered by the announcements are mainly intended for: the fight against precarious employment and income support to workers affected by the crisis, social inclusion for the weak and marginal, more jobs for women, investment in education, training, research and innovation. How to save the biodiversity richness of Tuscany

June 15 was held in Florence, a convention sponsored by Tuscany Region and WWF Italy to do point on the first twelve months of work - from the date of signing of the agreement between these two parties ( file audio ) - per la redazione di un piano a difesa delle biodivesità.
La Toscana è una Regione con un patrimonio prezioso da salvaguardare, viste le specie animali e vegetali presenti sul nostro territorio, recentemente censite e inserite nella banca data RE.na.to (Repertorio naturalistico toscano) e nel Progetto Biomart .
L’Assessore ai parchi ed alle aree protette, nel suo intervento ha segnalato che è maturo il momento perché il Parlamento Europeo , eletto a giugno, decida di creare uno specifico fondo a tutela delle biodiversità, regolato da un meccanismo simile a quello dei Fondi strutturali .

The headquarters of the Committee of the Regions è stato presentato ufficialmente Nepim , una rete che ha come obiettivo principale quello di partecipare al processo decisionale dell’Unione Europea nel campo dei diritti del consumatore.
Vice Presidente del Nepim è l’Assessore ai consumatori della Regione Toscana che da anni sta lavorando per promuovere nella nostra Regione un consumo critico e consapevole. Per questo motivo è convinto assertore dell’importanza di Nepim che dichiara essere uno strumento per aiutare la Commissione Europea a promuovere una politica europea che metta i consumatori nella condizione di compiere scelte consapevoli.
L’Assessore regionale ha spiegato che Nepim ha un duplice ruolo: di interlocutore politico delle EU institutions to give consumers a policy of cutting and active participation in regional projects to promote the dissemination of good practices in the field of consumer awareness.

Il Programma Life+ è il nuovo strumento finanziario che dovrà favorire l’attuazione del sesto programma comunitario di azione relativo alla tutela dell’ambiente; covers all environmental programs provided to date by different instruments and procedures and subject to financing arrangements other than (the previous Life program, the program for forests, the program for sustainable urban development and program support to environmental NGOs). The budget for the implementation of LIFE + for the period from 1 January 2007 and December 31, 2013 amounted to € 2.143.409.000. On May 15, 2009 in the Official Journal of the European Union has issued a call for proposals for the selection procedure + Life. The deadline for the submission of proposals is September 15, 2009. Programma Sicurezza e tutela della libertà: Prevenzione e lotta contro la criminalità
La DG Giustizia, Libertà e Sicurezza della Commissione Europea , nell'ambito del Programma Sicurezza e tutela della libertà -programma specifico Prevenzione e lotta contro la criminalità 2007-2013, invita a presentare proposte atte a :
a) Stimolare, promuovere ed elaborare i metodi horizontal and tools necessary for strategically preventing and fighting against crime to ensure the security and public order;
b) To promote and develop coordination, cooperation and mutual understanding between the national authorities and other agencies against the priorities identified by the Council;
c) To promote and develop best practices for the protection and support to witnesses;
d) To promote and develop best practices for the protection of victims of crime.
The thematic priorities will be to the following themes: a) the trafficking in human beings, b) the development and implementation of tools for preventing and combating the sexual exploitation of children; c) the economic and financial crime; d) confiscation of proceeds of crime; e) illegal use of the Internet; f) environmental crime; g) the prevention of crime through horizontal approaches, such as public-private partnerships h) L 'implementation of the EU action plan on security of explosives; i) the examination of projects of radicalization that lead to terrorism; l) measures relating to the threat posed by the possible use by terrorists of biological chemistry.
Applications must be submitted by bodies and organizations with legal personality established in one of the Member States and NGOs.

Civil Protection: Preparatory action on an EU rapid response capability
With communication C/123/07 2009, the European Commission by DG Environment , calls for proposals in order to identify eligible projects on an EU rapid response capability in the field of civil protection. The overall objective must be to improve the European Union's ability to respond quickly, through the civil protection, critical needs, as a result of major disasters inside the EU. The
soggetti che possono presentare proposte sono tutte le persone legalmente riconosciute: gli enti del settore pubblico, le amministrazioni pubbliche, le università, le organizzazioni internazionali e le ONG. Le proposte progettuali possono prevedere attività come: a) sviluppo di moduli di protezione civile multinazionali; b) conservazione e dispiegamento delle risorse per rispondere alle catastrofi; c) sperimentazione dell’uso di attrezzature europee complementari; d) creazione di reti europee di esperti specializzati con il compito di fornire conoscenze specialistiche alle squadre d’intervento. Il progetto deve avere una durata massima di 24 mesi.
Le risorse finanziarie disponibili ammontano a 6.400.000 euro; il contributo comunitario can cover up to 80% of eligible costs.

media support for networking and mobility of students and trainers in the audiovisual sector in Europe
This call proposals is based on the decision the European Parliament and of the Council of 15 November 2006 concerning the implementation of a program to support the European audiovisual sector (MEDIA 2007 ). One of the objectives of the program is to encourage exchanges and cooperation, supporting the creation di reti tra operatori europei del settore della formazione, specialmente istituti di istruzione superiore, organizzazioni di formazione e partner del settore audiovisivo, nonché incoraggiare la mobilità di studenti e formatori in Europa. Per essere ammissibili, le azioni e le loro attività svolte nei paesi MEDIA dovranno essere intese a sviluppare la capacità di futuri professionisti del settore audiovisivo di comprendere e integrare una dimensione europea nel proprio lavoro migliorando le competenze nei seguenti campi:
a) formazione nel campo della gestione economica, finanziaria e commerciale,
b) formazione nel campo delle nuove tecnologie audiovisive,
c) formazione nel campo dello sviluppo di progetti di sceneggiature.
The total budget available amounts to € 1,900,000.
financial assistance is granted in the form of grants. Financial support from the Commission can not exceed 50% - 75% of the total eligible costs.
This call is aimed at pan-European consortia of higher education institutions, training organizations and partners in the audiovisual sector which contribute to the objectives of the MEDIA program.
Candidates must have their headquarters or in one of the 27 Member States or in one of the EFTA countries, Switzerland and Croatia.

Youth in Action: Action 4.4-projects that encourage creativity and innovation in the field of youth
The DG Education and Culture of European Commission calls for proposals under the Youth in Action Programme 4.4 regarding sub-projects that encourage creativity and innovation in the field of youth. The goal is to identify projects aimed at introducing, implementing and promoting innovative and qualitative elements in non-formal education and youth work. For innovative and qualitative elements means elementi facenti riferimento al contenuto delle attività proposte e/o alle metodologie di attuazione delle attività.Verrà attribuita priorità ai progetti che si focalizzeranno sui seguenti temi:
a) alfabetizzazione mediatica dei giovani
b) e youth work (lavoro on line giovanile)
Le proposte progettuali devono essere presentate da enti pubblici e da organizzazioni non governative che risiedono da almeno 2 anni in uno dei paesi del programma (stati menbri UE-SEE-EFTA-Turchia). L'importo messo a disposizione è di 1.200.000 euro; il contributo comunitario può coprire fino al 65% dei costi totali ammissibili per un massimo di 100.000 euro a progetto. Le proposte avranno una durata minima di 12 ed una massima di 18 mesi.
